Cellophane Paper For Photo Shoot...do I Put Tissue Paper Or Cellophane Over Lights?

For photo shoot...do I put tissue paper or cellophane over lights? - cellophane paper

My husband had taken a few pictures of things for work and in the highlights, but it is too bright ... I thought I could use tissue paper or cellophane on the diffuse lighting ... What is it? Suggestions? Thank you!
